Vintage owl playing cards set of 2 decks never opened

Awesome set of Congress brand playing cards with Owl print. Housed in a baby blue flocked box with pull out drawer that holds the 2 decks. Both decks never opened still in plastic cellophane. Unknown date, but likely 70’s.
