Vintage inspired western style skirt

Super cute brown skirt, with fringe at the bottom. This is listed as a size medium but it fits more like a large. There is no stretch. I’m not sure if it’s meant to be high waisted or low rise. My waist is 27 inches and it’s quite large. Comment for exact measurements! I also apologize for the blurry photos.
