Vintage goldfish pin/broach

This vintage goldfish pin is set with turquoise colored beads. I'm not sure what the number is or who the signature is on the bottom side. if someone knows please tell me! It's missing a few stones in its eyes and on the back of the tail but not as noticeable when on.
