Vintage clip

I think its a scarf/ sash clip. Not sure but it seems to be intended to hold something in place, the back has a flap that is hinged and snaps down onto whatever your attaching it to. Maybe for Victorian shoes, if so- one clip is missing. Ornate metalwork.
