Vintage black lace dress velvet tie huge sweep

This is a vintage Boutique Europa, floral black fit and flare, dress. Street wear, formal wear. Is lined. Size 6 petite. Nylon dress and lining. RN# puts it into the 1970s. Fitted top with a fold over in front, velvet tie belt and full flare. Top is boned. 13" side zipper. Back has a small amount of elastic. I've worn this once and wore with a black and silver belt, leather jacket and heels.....was perfect look!!
