Vintage another time velvet tuxedo style top with puff sleeves

I don’t really want to call this a jacket although it’s set up that way. I believe this is meant to be worn with nothing underneath or a bra. It’s a beautiful velvet body with satin collar and cuffs. There are some definitely eighties to 90s style shoulder pads in this piece. The sleeves are a soft sheer chiffon. And how about those sparkly rhinestone studded buttons. In excellent condition There is some stretch to that velvet more like a velour
