What is the hip measurement?

@savannahdameff I added a pic - the hip measurement is 18 inches across just below pocket seam. They also have some stretch 96% cotton 4% spandex. My hips are a 39 and I can get these on they are just snug. I wear a 6/8 and these feel like a small 6 (juniors 7)
