@ilovejaceevan yes they are 19.5”. These are like old timey traditional golf pants or possibly English horseback riding.

@seanchrome43 So I'm looking for old timey knicker looking pants for my 10 year old. He auditioned at our local theater for the Marry Poppins play and got the role as Micheal Banks. The problem is he fits teens for the tops and in the waist he's a 33. Unfortunately they don't make suits that have his measurements. I was going to get a suit and alter the pants to make them look like knickers but I literally would have to order a teen suit and man pants to fit. So this might be easier.
