Victor Costa vintage black dress. Made in the USA. Black shift dress with textured sleeves and shoulder pads. Inside materials/care tag has a 16 on it but no other size tag could be found. Please see measurements. 70% acetate, 30% rayon. Dry Clean Only. In great condition with no flaws that I could find! AFter research it looks to be 1980s vintage or early 90s!
