Vintage Silver plated snowman (?) Character with articulated cane.

I have had this for a little while for the fact I’ve been unable to find any info on this brooch. I am unsure if it’s a snowman but that is what I’m identifying it as. The cutest part of it is the swinging cane it’s holding. There are no makers marks or signage. But IT IS so cute!!
