Vintage 1995 Telco Creations plastic light-up and motion detected wreath. If it were in mint condition you’d be able to record a message and when motion is detected it would play your recorded message. That option just squeals when I tried it. Someone with knowledge of electronics may be able to fix that. Santa’s beard has some slight discoloration due to material and age of item.
