This appears to be a tracing wheel, mainly used for sewing. It was used with tracing paper, a carbon-type paper that was sandwiched between the pattern and the fabric, to transfer markings like darts and button holes. The points pressed through the pattern & tracing paper, and left (washable) dotted lines on the fabric.
