Vintage Rose cottage lace and velvet dress

I’m not sure of the size so I’m giving measurements. The top is velvet with a bottom lace. Very pretty and delicate. 14 in shoulder to shoulder. 17 in armpit to armpit. 15 inches laying flat at the waist. 35 long.
