Vintage Ring with Blue Stone-Slightly Adjustable

Not sure the material of the stone. There are no markings on the metal, it reminds me of sterling silver bit not sure. See all photos for condition and size. Ring can adjust slightly. Ring has scratches and wear, tarnished. Size is 4.25.
