Oneida LTD Silver Plated Silent butler. Used especially when company was over to empty ash trays or pick up crumbs of the dinner table.
Very fancy! 1940-50s.
It originally came with a brush... not a scoop, but what came with this one is a scoop.
Maybe it was more meant to be an ashtray as it is the way the inside looks.
