Vintage Novelty Pelican Wrap Skirt “Poodle Skirt” 1970s Vintage Small Medium The skirt is absolutely beautiful! There are no tags, so I believe it to be homemade. Homemade by a very good seamstress though! So unique! I measured the waist where the wrap is perfectly placed and it was 12.5” BUT you could easily have the waist tighter or looser by a couple of inches!
