For the measurements, is the 17 across...the bust? And the 23 from the top of the strap thru the crotch or from the top of the body of the suit?

I measured my current suit and sadly this one is too short top to bottom. Thank you for posting measurements. I hope this sells as it is too cute to sit in a drawer!
