Does this anorak fit large or small?

@linlol P2P laying flat is 21.5". So double that and it's 43" around the chest. You want a jacket a little larger than a shirt, so I would say it's a true or possibly tad larger than a women's medium. I added the LL Bean size chart to the pics.
