Vintage Kiwi Blouse

Ok this has me stumped. I though it needed to be hemmed. But could not see any hem marks, so I checked the sleeves and no hem or hem marks. I tried to research it and could not come up with anything. There is no fraying. There is one tiny spot where the belt attaches to blouse that could be sewed but I am pricing accordingly. It is about 15” at the top of the belt line from seam to seam. It is about 14” from armpit to hemline but remember it wears very lose.
