Vintage JC Penny Toddler Time Velvet/Velour Embroidered Flower Ruffle Shoulder White and Red Sweater Girls Toddler size 3t. Absolutely adorable! Most likely from the 80s or 90s. Only flaw is some bleeding of the red velvet onto the white, very lightly pink as I tried to show (but it's hard to see unless in certain lights).
