Vintage High Waisted Red Pencil Skirt

My assessment is that this is a late 1970s garment in style of 50's & 60's. The designer name tag is missing, but I believe it is an Oleg Cassini. Size 8 is listed and it fits like a 6/8. I am usually a 10 and it does not button at the top.
