Vintage Gwenn Pennington Formal Felt Dress Hat

This is a vintage hat by Gwenn Pennington. It is a felt hat with a brim that slopes down and then flows up. There is a black ribbon around the base. It is marked as being size 22 1/2 and is about 21 1/2 inches around. There is a bit of a crush on the top near the back. The brim has bends where it goes up, it may be original but to me it seems odd. The felt is very sensitive to touch so if rubbed the wrong way it looks like it is "thinned" , I see no real thinning.
