Vintage Garland silver tone chrome pen GE industrial laminates two sided

Unique pen in very good condition with original box and sleeve. I’m not sure how it works but it has a red side and a blue side. The blue twists in and out but the red does not seem to move although it looks as though it is new. Please see photos as they are part of the description.
