Vintage Ethnic Embroidered Wrap Skirt

Beautiful blue wool-like skirt with hand embroidered floral stitching around edge and bottom trim. No tag available so unsure of size but measurements are photographed. No stretch at waist: would say it fits a small. Material seems to be wool or something similar. Buttons inside waist and clasp for wrap waist.
