Vintage DECO-TEL French Victorian Style Rotary Dial Phone

I can’t guarantee this phone works. I think her purpose now is to look pretty on a stack of books on top of a bookshelf. It has wear and scuffs. I’ve given it a good clean, but could use some polishing. The rotary disk doesn’t move, could use some WD-40.
