Vintage Clear Heisey(?) Glass Colonial Panel Style Punch Bowl Stand

Item is in used, as-is condition. There are some signs of use/wear such as some chipping along edges. I have tried to circle flaws in a couple of the photos. Please examine the photos carefully as I have tried to faithfully document the items condition. Feel free to reach out with any questions prior to purchase. Has the appearance of Heisey Provincial/Colonial glass but it is unmarked and I am not certain. Item is solid and quite heavy. I AM fairly certain, however, that I did take every picture with the stand upside down.
