Vintage Ceramic Delft Blue Kissing Boy And Girl In Dress With Windmill & Flowers

Adorable Vintage Ceramic Delft blue kissing boy and girl in dress with Windmill & flowers bowl. It does have some scratches on the inside. The inside doesn't feel glazed. I assume it is a planter. There is some weird spots under the glaze on one side, see photos. About 3.75 inches tall, mouth is about 5 inches wide. I don't see any chips or cracks.
