Vintage 90s midi dress - never worn

Super cute casual dress from the 1990s. Midi or tea length.Top is blue and black striped stretchy fabric, bottom is a more flowy black fabric with button down the middle and on pockets. Light shoulder pads add extra structure, but don't look obvious. Has belt loops at waist, but no belt included. Still has tags from Loehmanns attached, so previous owner never wore it. Measurements: waist 30" around, armpit to armpit 15.5" (but fabric has lots of stretch in the bust), shoulder to bottom hem 49"
