Vintage 80s blue velvet scalloped dress

Beautiful vintage off the shoulder fitted dress. Says size 10 but I am a 4 and this is a little snug. Dark blue velvet. Some areas in back where velvet has been crushed down - see photos near bottom of dress, may be fixable. Approximately 13" waist, 15" bust, 32" from neckline to hem.
