Vintage 1990s Girls Roses Collared Dress

This lovely little beauty is black with red and pink roses, and small white flowers. It has a linen collar that is edged in lace. There is also lace along the ruffle and the bottom hem. The wrist cuffs have buttons, but each of the seams there are torn about an inch (see photos). There is a small stain on the front collar as well. The dress looks to be handmade and has no tags. I'm unsure of size but it measures approx 16.5 inches across the bust and 35 inches from shoulder to hem. There is no stretch and if I had to guess, I'd say it is made of cotton material.
