Vintage 1980’s Gay Boyer Belt Buckle oval modernist gold statement

Vintage 1980’s Gay Boyer Belt Buckle oval modernist gold statement There seems to be a wrap over the front of the buckle. It here is bubbling/ creasing of the wrap (you feel it move if you push on it with your finger). It’s visible please see photos. Also some staining, scratching, and marking on buckle. It feel like brass but I don’t know why they would put a wrap on it.
