Vintage 1970s 1980s red polka dot high neck long sleeve ruffle blouse top XL

This brilliant red top is covered in small black, cream, blue, and gray polka dots. It’s a button down, with two buttons on each cuff to adjust the size. There is no fiber content tag, but it feels like 70s polyester. Aside from two small spots on the back (in the last two photos), it’s in great condition!
