Vintage 1950s Kitschy Purple Elsie the Cow with Gold Bell

What a cute little cow! I have seen sugar, creamer, and planters in same style but none like this with the 2 holes. Not sure the purpose. No chips but there is paint wear to the red collar and gold paint. See all images for full details and more info. Unmarked.
