This is a retired pattern Vera Bradley wallet in great condition! There is a stain in the third picture that has been there for as long as I can remember. I tried to wipe it off with water multiple times, and it seems like it is just permanently there, but it is by the magnetic lock, so it is not noticeable! I'm not sure if I understand about the blue layer. Are you talking about the inside? If so, there is a spot for cash, 3 slots for cards and a clear card/picture slot.
