New with tags, Brand is Valerie Stevens, size 2x. I bought this in a department store and now it is coming from my smoke free home. Tag says "Velvet touch" and texture is similar to velvet. 95% polyester, 5% spandex, has "stretch". Machine wash. Color is dark red/wine. Cold Shoulder design.
