VTG handmade Latin ruffle lace oversized dress

This gem is handmade. It gives me Latin vibes! I believe from the 70s. It’s yellow with white see through lace panels. The top is adjustable with string and can be let out to fit anyone. It is not elastic. It’s big enough to be a plus size but a belt will make it fit perfectly for a smaller sized person. Measurements are in photos.
