VTG Light Blue Ceramic Hat Wall Hanging

Pretty 30+ year old light blue ceramic hat with pearl-colored flowers. The top part of the hat has some smudges and glue residue, as well as a chip where the blue paint has come off (see last pics). What you see on the outer edges on the pictures with the measurements is also glue residue. *The pink of the background reflected onto the hat in some pictures but the hat has no pinkish color anywhere.
