Universal Thread Light Blue Dress with Ruffle Sleeves

The dress is more blue in person but it's showing up more gray in the photos. The material is very light. There is some texture to the outer fabric. The dress is lined with very thin material. There's a removable tie belt. I'm fairly certain I didn't wear this dress, but there are some small snags and a little threading fraying on the liner, so I may have washed it. The snags and the fraying on the inner liner are shown in the last two photos before the photos of the tags.
