Unique tomahawk pendant

Unique, double tomahawk (?) pendant. Don’t think this is some kind of silver or pewter - I see no markings. Measures approximately 1” long. This was a gift from an old boss who did a lot of world traveling! Not sure where it came from….but it is definitely unique!
