Unique désigner dress

This dress was purchased a while ago in 2013 for Fashion Week, unfortunately it’s too tight on me and too short. You will not find any other dress like that! Handmade! Size says S, but I would mark it as XS because it fits better petite. My husband just found some stain at the front of the dress (see the pic), which is weird cuz they were not there before. Waist: 9”, Length: 30”
