Uniqlo brown circle skirt

Uniqlo brown circle skirt. Pleats. High waisted. Marked a size small in women's. Has pockets! Flaw: does have loose threads near waist band. Loose thread could be cut, wouldn't affect structure of skirt. Also small tag holes near loose thread. (All shown on second photo) 100% polyester material for the body of the skirt and the waistband is 44% polyester, 43% nylon and 13% spandex material. Measures about 13 inches at the waist (26 inches, does stretch), hips are 24 inches (48 inches) and it is 21 inches long. Please compare measurements to your own to make sure it fits. Used item, has been washed.
