UW Madison Wisconsin skirt with Union Terrace symbol

I bought this skirt from an artist in Madison Wisconsin at the farmers market. The bike wheels have the famous UW Madison Union Terrace chairs symbol! I never did end up wearing it because it is too small for me. It’s a large, but in my opinion fits like a bigger medium. Since this was made by a local artist, there are no tags on it. The top of the skirt flips over as you can see in the photos. I believe it is predominantly cotton but there is stretch to it. I would hand wash, but I have never washed it.
