Two piece high waist floral dress

Super cute dress but ordered this in small but the dress is definitely an XL. Note: the top is solid sky blue unlike the picture. Bottom is exactly as shown. The top waist band is 18" across when laid flat. The skirt waist band is 17" across laid flat. Really pretty dress I wish it fit like the company listed on the size chart. It was more to ship it back than what I paid for it. I paid $65. Will take $45.
