Tulle skirt

Vintage Charlotte, Ruth skirt with elastic waistband. Two layers of tule over a polyester lining inside and one tear to the right back as shown in the photo. It took me 10 minutes just to find it so it’s not very noticeable at all. I have only worn this once but have had it for about 10 years. When the store still existed. The waistband when extended can go as far as 21 inches when laying flat. Right before the company shut down, there were some higher end items and this was one of them.
