Train engineer costume

Super cute train conductor costume for a 1.5 yr old (original picture posted before taken out of package). Although the size says 12-24 mos, it fit my son perfectly at 18 mos. I find it hard to believe it would fit a 12 or 24 month old (too big on a 12 month and too small on a 24 month old). The costume has been worn and washed twice. Hat, Bandanna and original train whistle included (sounds exactly like a train!).
