Top Hat & Cane Brooch Pin Party 2000 New Year's Eve Celebration Collectible Y2K

This is an unmarked piece of jewelry commemorating the new millenium in the year 2000. It's a very dapper top hat with a can with 2 large rhinestones on the top in the form of a brooch. This piece has no maker's mark that I can find but it is a really cool collectible regardless. It has a charm hanging from the hat that says "Party 2000". The hat and cane are enamel painted and appear to be in very good condition.
