Toddler Snow White dress costume

Women dark red riding hood costume in size 4. The top is satin sleeves with blue velvet bodice and bottom with yellow and gold with tulle underneath... the elastic around the sleeves are a bit loose.l and partial hem in back of costume is frayed.
