I love the net waste band of these. It has so stretch. It truly is a one size fits most but my best suggestion would be a medium to a large. That waist span will stretch easily to 24 inches though so it will fit the extra large as well. This is a silk blend over with a rayon knit under the over is sheer in excellent condition.
