@ahpassavanti sorry for the late reply. Just missed it. This was my daughters. She is a T-shirt, sweatshirt type and typically wears a size medium or large. She literally owns no clothes with number sizing. Lol. I would definitely say this runs small. Not a typical size 16. I’ll post measurements this weekend. No idea the fabric. I took pictures of each label. It was purchased at a local saddlery shop.
