It is true to size and definitely fits like a 23" waste. I should have bought a size "Small" instead—a bit too tight but wearable for short bursts. I will be replacing this skirt with a bigger size. The quality is GREAT—nice, thick, heavy skirt. The skirt will not blow up in the wind easily. The thick material also means the skirt is NOT see-through. I have worn very bold underwear with the skit, and you can not see the colors or lines pop through. Despite being white, this skirt is NOT prone to staining.
